Abstract:
Die vorliegende Arbeit beschäftigt sich mit der zukünftigen Entwicklung der österreichischen Verkehrsinfrastruktur. Im Fokus steht dabei die physische Dimension, wobei nur die hochrangigen Elemente (Autobahnen und Schnellstraßen, Landesstraßen, Eisenbahnnetz und Bahnhöfe, Güterterminals, größere Flughäfen und Anlagen der Flugsicherung, Wasserstraße Donau und Donauhäfen) betrachtet werden. Technische und ökonomische Eigenschaften und die volkswirtschaftliche Bedeutung von Verkehrsinfrastrukturen werden einleitend ebenso behandelt wie die wichtigsten Akteure im Verkehrsinfrastrukturbereich. Aufbauend auf existierenden Prognosen und Ausbauplänen, sowie den Zielen und Rahmenbedingungen aus vorhandenen Strategiepapieren werden Leitlinien für die zukünftige Verkehrsinfrastrukturpolitik formuliert. Die Ableitung der Ziele und Rahmenbedingungen erfolgt aus einer umfangreichen Liste existierender Strategiedokumente, wobei eine zentrale Herausforderung der Umgang mit Widersprüchen und Zielkonflikten in den Dokumenten ist. Das Zielsystem ist einerseits die Grundlage für die Leitlinien und andererseits für die Indikatoren eines parallel zur vorliegenden Arbeit entwickelten Bewertungsinstruments, das Einzelprojekte bewerten und Widersprüche zu vorhandenen Strategien aufzeigen kann. Die Leitlinien legen eine Trendumkehr in der österreichischen Infrastrukturpolitik nahe. Der Bestanderhalt soll ein stärkeres Gewicht gegenüber dem Neu- und Ausbau bekommen. Intermodale Lösungen und die Verlagerung des Verkehrsaufkommens auf umweltfreundlichere Verkehrsträger haben oberste Priorität. Abschließend werden zwei Projekte exemplarisch mit dem Bewertungsinstrument bewertet: Das Autobahnprojekt „A26 Westring Linz“ und das „Güterterminal Wien Nordost“.

This thesis deals with the future development of the Austrian transportation infrastructure, whereby the thematic priority is defined by the physical dimension of the infrastructure. Only large scale elements like motorways, state roads, the railway network, railway stations, cargo terminals, airports and facilities of flight control, waterway infrastructure and Danube harbours are discussed. Initially technological and economic attributes, the macroeconomic relevancy, and the stakeholders of the Austrian transport infrastructure policy are specified. Guidelines for the future infrastructure policy are developed based on existing forecasts and extension plans together with objectives and framework conditions from various strategic documents. Objectives and framework conditions are taken from a broad range of existing strategic documents, which is quite challenging due to the multitude of inconsistencies in and between the documents. The result is a multidimensional system of objectives and framework conditions, on which the guidelines of the strategy and the indicators of an assessment tool (to evaluate particular projects and point out contradictions to existing strategies) are based. The guidelines suggest a change in infrastructure policy: Stakeholders should focus on conservation and maintenance instead of extensions and new constructions. Intermodal solutions and a shift from polluting to ecofriendly carriers should take top priority. Finally two exemplary projects (the Upper-Austrian motorway ‘A26 Westring Linz and a cargo-terminal in north-eastern Vienna) are evaluated by using the assessment tool.
