Seit den früher 1990er Jahren wurde der Zugang zu weltweit erzeugter Information in der westlichen Welt immer einfacher möglich und die Möglichkeiten für weltumspannende Kommunikation nahmen rasant zu.
In diesem „Zeitalter der Information“ besteht die Kluft zwischen entwickelten und weniger entwickelten Ländern nicht mehr nur in den großen Unterschieden in der Infrastruktur und der Gesellschaft, sondern auch in den Schwierigkeiten der unterentwickelten Nationen zu den Technologien die Information und Kommunikation garantieren Zugang zu bekommen.
Das Forschungsgebiet “Information and Communication Technologies for Development“ (ICT4D) basiert auf der Annahme, dass der Zugriff zu modernen Technologien ökonomische und soziale Veränderungen in den Ländern die diesen Zugriff ermöglichen, hervorrufen kann. Diese könnten unterentwickelten Ländern helfen, an der westlichen Welt Anschluss zu finden.
In dieser Arbeit wird ICT4D im Detail beschrieben. Weiters wird die derzeitige Wichtigkeit, potentielle positive Auswirkungen, gemachte Erfahrungen, aber auch Kritik, dargelegt.
Die nächsten beiden Kapitel beschäftigen sich mit zwei Technologien die spezielle Vorteile im Kontext von ICT4D aufweisen - "Web 2.0", wessen Zusammenarbeit fördernden Services substantielle Werkzeuge darstellen um Entwicklung im Informations-Sektor und damit in der Gesamtwirtschaft zu fördern und "Mashups", welche einfach zu erstellen sind und die Rechenlast von lokalen Computern in das Internet verschiebt.
Nachfolgend werden verschiedene erfolgreiche Projekte basierend auf den Konzepten der Partizipation (Web 2.0) sowie der Kombination von Services (Mashups) vorgestellt und analysiert.
Im folgenden Kapitel werden zwei Projekte präsentiert, die ich während der Arbeit an dieser Master-Arbeit durchführte. Das erste Projekt ist die Erstellung eines Tools, das basierend auf dem Konzept von Mashups verbesserten Zugang zu grundlegenden Services anbietet - "NoisR". Das zweite Projekt ist die Plattform “Austrian Network for Information and Communication Technologies for Development - ICT4D.at”, welche Information zu ICT4D anbietet.

Since the early 1990s, access to worldwide-created information and possibilities for world-wide communication have become easier and easier.
In this “age of information”, the gaps between developed and less-developed countries do not only consist of the large differences in infrastructure and society, but also of the difficulties for developing countries to access these means of information and communication, which in fact are freely available.
The research area “Information and Communication Technologies for Development“ (ICT4D) believes now that contemporary technologies enable economic and social change in less developed countries which could help these countries to catch up with the Western world.
ICT4D with its current significance, potential benefits, lessons learned to date, but also criticism is described in detail in this thesis.
Later on, two technologies which have certain advantages in the context of ICT4D are introduced - "Web 2.0" with its participatory services and "mashups" which are easy to create and which shift the workload from the personal computer to the internet.
Subsequently, various successful projects based on the concepts of participation (web 2.0) and combination of services (mashups) are introduced and analyzed.
Furthermore two projects created during the course of writing this thesis are presented - the prototype of a tool for improved access to vital services, based on the concept of mashups - "NoisR" and the platform for the “Austrian Network for Information and Communication Technologies for Development - ICT4D.at” which provides information about ICT4D.
