Ausgangspunkt dieser Arbeit ist die gesellschaftsdiagnostische These, dass die Bildungsexpansion ihr Versprechen des kollektiven Aufstiegs in immer geringerem Maße einlösen kann. Ganz im Gegenteil: Bildung wird immer mehr zum defensiven Mittel, um die eigene soziale Position unter verschärften Bedingungen am Arbeitsmarkt abzusichern. In den letzten Jahren hat sich neben einer Höherqualifizierung des Arbeitskräfteangebots auch das quantitative Arbeitsangebot, bei gleichzeitig stagnierendem Wirtschaftswachstum, erhöht. Diese Arbeitsmarktbedingungen können nicht ohne Folgen für die beruflichen Positionierungs- und Allokationsprozesse von Arbeitskräften am Arbeitsmarkt bleiben. Dies betrifft insbesondere das relationale Verhältnis zwischen dem formalen Bildungsgrad einer Arbeitskraft und der eingenommenen beruflichen Position (Matching-Verhältnis). Die zentrale Fragestellung in dieser Arbeit lautet daher: Wie hat sich die qualifikationsbezogene Beschäftigungsstruktur in den letzten zwei Dekaden am österreichischen Arbeitsmarkt entwickelt? Dazu wird – in Abgrenzung zur ökonomischen Arbeitsmarktforschung – der Versuch unternommen, Elemente einer soziologischen Theorie des Matchings zu formulieren. Das Matching-Problem wird dabei theoretisch als ein Koordinationsproblem am Arbeitsmarkt in Form eines komplexen Mehrebenenmodells konzeptualisiert. Die Analyse der institutionellen Bedingungen in Österreich zeigt eine starke Verknüpfung der Struktur des Bildungssystems mit der Arbeitsmarktstruktur. Individuelle Matching-Mechanismen sind in hohem Maße von institutionalisierten Koppelungsmechanismen vorgezeichnet. Die empirische Untersuchung der qualifikationsbezogenen Beschäftigungsstruktur in Österreich beruht auf einer Sekundäranalyse des Mikrozensus (1995–2015) und der PIAAC-Erhebung 2011/12. Die Ergebnisse zeigen für die letzten zwei Dekaden, dass die qualitative als auch quantitative Entwicklung im Arbeitsangebot eine stärker Dynamik aufweist als die Arbeitsnachfrage. Diese kontextuellen Rahmenbedingungen am Arbeitsmarkt schlagen sich in einer Veränderung der qualifikationsbezogenen Beschäftigungsstruktur nieder. Es sind Verschiebungen hin zu Überqualifikation und eine Abnahme von Unterqualifikation zu beobachten, wobei diese aber nach sozialen Gruppen differenziert ausfallen.

Starting point of this work is the sociological diagnosis that educational expansion is not able to fulfil the promise of collective social upward mobility anymore. On the contrary, education is increasingly becoming a defensive means of securing one's social position under more severe conditions on the labour market. Over the past few years, the qualification structure and the quantitative supply of labour force has been fast-growing while at the same time economic growth has been stagnating. These labour market conditions cannot remain without consequences for the occupational positioning and allocation processes of labour force on the labour market. This refers in particular to the relationship between the formal level of a worker's education and a worker's occupational position (matching ratio). The central question in this work is: How has the qualification-related employment structure developed in the last two decades on the Austrian labour market? For this purpose and in contrast to economic labour market theories, an attempt has been made to frame elements of a sociological matching theory. Hereby, the matching problem is theoretically conceptualised as a multi-level coordination problem on the labour market. The analysis of institutional conditions in Austria shows a strong link between the structure of the education system and the labour market structure. Individual matching-mechanisms are largely characterized by institutionalized coupling mechanisms. The empirical study of the qualification-related employment structure in Austria is based on a secondary analysis of the Microcensus (1995–2015) and the PIAAC-survey 2011/12. For the last two decades, the results show that the qualitative as well as the quantitative development of the labour supply is more dynamic than the labour demand. These contextual conditions on the labour market are reflected in changes in the Austrian qualification-related employment structure. A shift towards a significant increase of overqualification and a decrease of underqualification has been diagnosed, while various social groups have been affected differently by the shift in the qualification-related employment structure.
