Abstract:
Der Wienerwald weist verschiedene Kategorien von Schutzgebieten auf. Diese unterliegen internationalen Richtlinien, Landesgesetzen und -verordnungen sowie einem vom österreichischen MAB-Nationalkomitee (Man and the Biosphere) erstellten Kriterienkatalog über Biosphärenparke in Österreich. Letzterer soll die richtige Umsetzung und den laufenden Betrieb des Reservates im Sinne der UNESCO garantieren. Ziel dieser Arbeit ist es, diese Forderungen und Gesetze mit der Realität im Biosphärenpark Wienerwald zu überprüfen und zu dokumentieren. Im Vordergrund steht das von der UNESCO ins Leben gerufene Programm der Biosphärenreservate, auf dem die kritische Betrachtungsweise der Einhaltung basiert.<br />Die theoretische Grundlage dafür bilden im speziellen folgende Dokumente:<br /> * Sevilla Strategie * Machbarkeitsstudie - "Eignung des Wienerwaldes für einen Nationalpark oder Biosphärenpark" * Antrag an die UNESCO auf Ernennung zum Biosphärenpark Wienerwald * Kriterienkatalog des Österreichischen MAB-Nationalkomitees * Gesetze und Verordnungen für den Biosphärenpark Wienerwald * Naturschutzgesetze und Gesetze, die im direkten Zusammenhang stehen Es werden Offroad- und Rallye-Veranstaltungen in Sittendorf, Brand Laaben, Gaaden und im Triestingtal, sowie auch der Schwerverkehr durch das Helenental unter umweltpolitischen Aspekten analysiert und die Vorgehensweise der Behörden aufgezeigt.<br />An Hand von Forststraßen- und Wegsanierungen, dem Neubau der Umfahrungsstraße in Klosterneuburg, dem Umbau bzw. Ausbau eines Teilstückes im Helenental und anderen baulichen Aktivitäten wird untersucht, inwieweit diese Baumaßnahmen aus verkehrsplanerischer, straßenbaulicher und umweltrelevanter Sicht sinnvoll und zielführend sind.<br />Aktivitäten in Kern- und Pflegezonen, die nicht in deren Sinne sind, werden aufgezeigt sowie auf grundsätzliche Mängel in der Information der betroffenen Bevölkerung und der Kennzeichnung von Kernzonen hingewiesen.<br />Außerdem werden durch eigenständige Erhebungen, soweit dies möglich war, der Antrag an die UNESCO auf Ernennung des Biosphärenparks Wienerwald mit Publikationen der beteiligten Bundesländer und des Biosphärenpark Wienerwald Management verglichen und Unterschiede herausgearbeitet.<br />Der Informationsstand der Jugendlichen soll anhand einer Umfrage zum Thema Bioshärenpark Wienerwald dargelegt werden. Lärmmessungen zeigen die Einwirkungen auf Mensch, Tier und Umwelt auf.<br />

In the "Wienerwald" there are different categories of conservation areas. They are based on different international directives, federal state laws and acts as well as on a catalogue of criteria for Austrian biosphere reserves drawn up by the Austrian "Man and the Bioshere" Committee. The last-mentioned should assure the correct implementation and operation of the reserve in terms of the regulations by the UNESCO. The aim of this thesis is to examine and reveal if the requirements and laws correspond to the reality in the biosphere park "Wienerwald". In the centre of attention is the program of biosphere reserves established by the UNESCO, on which the critical observation of compliance is based.<br />The theoretical basis are in particular the following documents:<br /> * Seville Strategy * Feasibility study - 'conception for an extended protection of the Vienna Wood' * Biosphere reserve nomination form - submitted by the Austrian Federal States of Lower Austria and Vienna for the planned Biosphere Reserve Wienerwald * Catalogue of criteria by the Austrian MAB Committee * Laws and Acts of the biosphere reserve "Wienerwald" * The Federal Nature Conservation Act and laws that are directly related to it Off-road- and rally events in Sittendorf, Brand Laaben, Gaaden and in the Triestingtal as well as the heavy goods traffic through the Helenental are analyzed with respect to the environmental policy and the procedure of the authorities is shown.<br />Forest road and path rehabilitations, the new construction of the bypass highway in Klosterneuburg, the reconstruction or extension of a section in the Helenental and other construction activities are examined to analyze them with regard to traffic planning, road building and environmental compatibility.<br />Activities in the core areas and buffer zones are shown that are not in accordance with the existing regulations in these areas. There are also some basic shortcomings regarding the information of the affected population in the biosphere reserve and concerning the marking of the core areas. Furthermore surveys and inquiries that were conducted independently are compared with the application to the UNESCO for nomination, with publications of the involved Federal States and the Biosphärenpark Wienerwald Management and the differences are worked out.<br />The level of information of teenagers regarding the biosphere reserve Wienerwald is shown by means of a survey. Moreover noise measurements point out the impacts on humans, animals and nature.
