Familiengerechte Wohnungspolitik im urbanen Raum : modellgestützte Evaluierung und Politikvorschläge für die Stadtregionen Wien und München

Abstract

Jüngere Familienhaushalte gelten in europäischen Stadtregionen als Hauptträger der Suburbanisierung mit ihren für die Kernstädte überwiegend nachteiligen Effekten. Gleichzeitig wird die Familienfreundlichkeit von Großstädten zunehmend als relevanter Faktor im Standortwettbewerb erkannt. Am Beispiel der Stadtregionen von Wien und München untersucht die Dissertation, a) wie die Wohnversorgung und Wohnstandortwahl von Familienhaushalten nach quantitativen, qualitativen und räumlichen Kriterien zu beurteilen ist, b) welche Wirkungen von wohnungspolitischen Förderungsinstrumenten auf die Wohnkosten und die Wahl der Wohnform ausgehen, um schließlich c) Ansätze aufzuzeigen, durch welche politischen Interventionen der urbane Wohn- und Lebensraum für Familien (weiter) attraktiviert werden könnte.<br />In einem funktionsanalytischen Ansatz werden zunächst die normativen Grundlagen der Staats-intervention in den Bereichen der Wohnungs-, der Familien-, und der Stadtentwicklungspolitik heraus-gearbeitet und auf zu erwartende Zielkonflikte hingewiesen. Ein Blick auf die Planungsliteratur und -praxis zeigt, dass "familiengerechtes Wohnen" zwar häufig mit dem "freistehenden Eigenheim" gleichgesetzt wurde, seit etwa 1995 aber auch der innerstädtische Raum wieder vermehrt als Wohnstandort für Familien wahrgenommen wird und Planungskriterien für einen "familiengerechten" urbanen Wohn- und Städtebau entwickelt wurden.<br />Die Analyse der Wohnversorgung und des Wohnungsaufwands von Familienhaushalten in den beiden Stadtregionen belegt jedoch, dass trotz einer grundsätzlich guten Wohnversorgung der Gesamtbevölkerung und ausdifferenzierter wohnungspolitischer Interventionen insbesondere größere Familienhaushalte mit erheblichen Einschränkungen konfrontiert sind, was den Wohnflächenkonsum, die Wahl der Wohnform (in Bezug auf Lage, Rechtsform, Wohnungsmarktsegment, Mitbestimmungs-möglichkeit) und die Qualität der Wohnung bzw. des Wohnumfelds betrifft. Die Verteilung von Familienhaushalten auf Wohnungsmarktsegmente und stadtregionale Lage spiegelt u.a. auch die wohnungspolitische Schwerpunktsetzung wider: Im Wien, wo der (Bestands-)mieterschutz einerseits, und die Förderung von Mietwohnbau andererseits im Vordergrund stehen, konzentrieren sich Familien im geförderten Mietwohnungs-Neubau. Demgegenüber sind in München, das eine starke Marktorientierung und eher eigentums¬betonte Förder¬politik aufweist, Randwanderung und Eigentums¬bildung etwas stärker ausgeprägt. Modellrechnungen zeigen, dass in beiden Regionen durch entsprechende Fördermodelle die Wohn-kos¬ten der Stadtwohnung unter das Niveau eines vergleichbaren Einfamilienhauses im Umland gedrückt wer¬den, was den Vorwurf der strukturellen Zersiedelungsförderung entkräftet. Es scheint jedoch, dass der finanzielle Anreiz für einen urbanen Wohnstandort allein nicht ausreicht, um die Suburbanisierung auf¬zuhalten, insbesondere in München, wo das Angebot an geförderten Wohnungen vergleichsweise gering ist.<br />Zur Erhöhung der Familienfreundlichkeit der Wohnungs- und Stadtentwicklungspolitik werden schließlich folgende Handlungsansätze vorgeschlagen:<br />1. Verbesserung des Angebots an familiengerechtem Lebensraum in der Stadt durch geförderten Neubau und Sanierung von Großwohnungen, Erhöhung der Wohnungsmobilität, Qualitäts¬sicherungsinstrumente und Förderung von Baugemeinschaften 2. Erleichterung der Leistbarkeit von urbanem Wohnen durch flexible Finanzierungs- und Verfügungsmodelle sowie Adaptation von Fördermodellen 3. Verbesserte Abstimmung von Raumordnungspolitik und Wohnbauförderung 4. Die Etablierung einer kommunalen Familienpolitik und die Berücksichtigung von Familien-belangen als strategisches Querschnittsthema der Kommunalpolitik

In many European agglomerations, it is the young family households who are considered to be chiefly responsible for urban sprawl. At the same time, families with children receive growing attention as target groups of urban development policy, since the "family-friendliness" of a city is seen more and more as an advantage in regional competition.<br />Studying the examples of the conurbations of Vienna and Munich, this thesis examines the following questions:<br />a) How can the housing conditions of family households in the two example regions be evaluated according to quantitative, qualitative and spatial criteria? b) Which incentives are set by housing policy instruments through their impact on housing costs? c) How could policies in the two urban regions be optimized in order to make urban living more attractive to family households? In the first part, the normative justification of state intervention in form of housing policy, family policy and urban development policy is discussed, and possible conflicts of objectives are covered.<br />An analysis of the literature on urban planning and housing policy shows, that family-oriented housing policy was mainly to subsidy the construction of single-family houses on the suburban periphery. However, an intensive discussion on the city as a potential residential area for families has been revived since the 1990s, and comprehensive planning guidelines for "family friendly" urban housing were developed.<br />Examining the housing conditions of families in the conurbations of Vienna and Munich it must be stated that, in spite of a generally high housing standard, larger family households face specific restrictions concerning living space, housing quality as well as the choice of location and tenure status.<br />The concentration of family households in particular districts or housing market segments also reflects local housing policy priorities.<br />In Vienna, where tenancy protection and subsidies for the construction of rental housing is predominant, families are concentrated in newly built rental houses. In Munich, with less intensive State interventions and a housing policy that rather favours owner-occupancy, home ownership (including condominiums) and suburbanisation is slightly more highly developed. In order to understand the effects of housing subsidies on the long-term housing costs, a calculation model was developed. On inquiring into the question on differences in the subsidy effect according to type of building, it can be stated that, in both regions the city apartment profits the most. Thus, the subsidy schemes of the two conurbations cannot be made responsible for urban sprawl on a structural level.<br />However, it seems that the given financial incentives in favour of urban housing types are not sufficient to diminish suburbanisation, especially in Munich where the stock and the supply of subsidized flats is lower than in Vienna.<br />Finally, pursuing the goal to encourage a local policy suitable for families, four policy recommendations are sketched as follows:<br />1. Improving the supply of living space in the city which is suitable for families, e.g. by increasing construction of large housing units in the subsidized sector, by taking measures to ease residential mobility, by enhancing quality management in the housing sector, and by encouraging co-housing groups 2. Facilitating affordability of urban housing by flexible financing models and property right schemes as well as adaptations of the housing subsidies 3. Spatial regulation of housing construction by an improved coordination of spatial planning and housing policy 4. Establishing a local family policy and making family concerns an integral (horizontal) dimension of all policy fields
