Die Krise der Demokratien im Westen, einer der am längsten anhaltenden Konflikte der Neuzeit im Nahen Osten und ein Bautypus der weltweit bis heute seine Bedeutung im Monumentalen auszudrücken versucht. Diese Diplomarbeit versucht einen Bogen zu spannen zwischen diesen, auf den ersten Blick voneinander unabhängigen Themen der Architektur- und Politikgegenwart. Der Fokus dieser Arbeit liegt auf der Frage, wie der Bautypus Parlament neu erdacht werden kann, um zeitgemäß zu bleiben. Im Hinblick auf die derzeitige Situation in den Demokratien des Westens wird der Ruf nach Reformen laut. Überlegungen für Verfassungsänderungen kommen dabei aus allen Lagern des Politikbetriebs. Der Vorschlag eines reformierten Demokratiemodells, welches auf einem Losverfahren basiert, dient als Ausgangsszenario dieser Arbeit. Ziel ist es, eine Typologie zu entwickeln, die adäquat auf die "neuen" räumlichen Bedürfnisse im legislativen Prozess des Modells der "Multi Body Sortition" reagiert. Testfeld für dieses Gedankenspiel ist die Vorstellung eines befriedeten Nahen Ostens. Ein Gebiet, das so sehr von Konflikt und Auseinandersetzung geprägt ist wie Israel und Palästina, kann der ideale Nährboden radikaler Veränderungen sein. Der Konflikt wird in diesem Kontext als Chance begriffen eine neue Form von demokratischer Gesellschaft zu erdenken. Diese Arbeit zeichnet eine Utopie und beschreibt darin das dazugehörige Bauwerk für die Legislative in einem Land, das es so wahrscheinlich nie geben wird.

This thesis discusses three elementary topics of the architectural and political present, which dont share a common ground at first glance. These topics are on one hand, the current crisis of the democracy of the west, on the other hand one of the longest ongoing conflicts of modern times taking place in the Middle East, and last but not least an architectural building type, which tries to express its monumental relevance on a global scale. The focal question of this work asks how the building type Parliament can be reinvented to suit the requirements of the present and its political circumstances. Looking at the current situation of the democracies of the west, one can observe a border crossing call for reforms. Various suggestions to implement changes in the constitutions urge from all parties and governments. One of them is the reformed model of a state democracy based on a lottery for its citizens, which will form the theoretical basis of this thesis. It results in the development of a new typology, that reacts properly to the spatial needs in the legislative process of the model“Multi Body Sortition”. Playground for this imaginary model is the utopia of a Middle East at peace. A region like Israel and Palestine, whose peoples have suffered from conflict and war for such a long time, can be fertile soil for radical change. The conflict offers a chance for a renewal of the model of a democratic society in this context. This works creates an utopia and discusses the matching building type to represent the legislative in a state, that probably wont ever exist in this form.
