Abstract:
Diese Arbeit setzt sich mit der Vergabe von sozial gebundenen/öffentlichen Mietwohnungen in Wien auseinander. Im Zentrum stehen dabei die Fragen welche Zugangsmöglichkeiten es für WohnungswerberInnen gibt, welche Zugangskriterien gelten und welchen Koordinationsmechanismen (Hierarchie, Markt, Netzwerk) die Wohnungsvergabe derzeit folgt. Zu Beginn wird die Grundannahme getroffen, dass die Vergabe von öffentlichem Wohnraum hauptsächlich staatlich top-down (durch das Modell Hierarchie) organisiert wird. Zudem wird vermutet, dass die Verteilung auch von anderen Mechanismen (Markt und Netzwerk) durchdrungen ist. In einem ersten Schritt wird der soziale Mietwohnungssektor bestimmt, wobei vier Subsegmente (kommunale, gefördert gemeinnützige, gefördert gewerbliche und gefördert-sanierte private Wohnungen) unterschieden und beschrieben werden. In einem zweiten Schritt erfolgt die Identifikation der formalen Vergabewege und -formen, wobei aus Praxisperspektive und unter Berücksichtigung der Position von WohnungsinteressentInnen und EigentümerInnen drei Typen (zentral, dezentral, direkt) unterschieden werden. Für die systematische Darstellung des Zugangs und der Zuweisung zum öffentlichen Mietwohnungssektor wurde nicht nur auf öffentlich zugängliche Daten und Informationsmaterialien zurückgegriffen, sondern auch ein Selbstversuch als Wohnungswerberin durchgeführt. Zudem wurden in 20 leitfadengestützten Interviews die individuellen Eintrittswege von HauptmieterInnen erhoben. Es konnte die Annahme bestätigt werden, dass bei der Vergabe von öffentlichen Mietwohnungen insgesamt das Koordinierungsmodell Hierarchie vorherrscht, aber auch Mischformen existieren, bei denen die Koordinationsmodelle Netzwerk und Markt eine zentrale Rolle spielen.

This thesis addresses the allocation of social/public rental housing in Vienna. The aim is to examine the different ways of access and central access criteria for housing applicants. Furthermore, it is examined by what mechanisms of coordination access to and allocation of social housing is organized. The basic assumption is made that the allocation of public housing is primarily organised top-down by the state. In addition, it is assumed that the distribution is also permeated by other mechanisms (market and network). In a first step the social housing sector was determined. Four sub-segments (municipal housing, subsidised non-profit housing, subsidised profit housing and subsidised rehabilitated private housing) are distinguished and described. In a second step, the formal allocation procedures and access possibilities are identified, whereby three types (central, decentralised, direct) are distinguished from a practical perspective, taking into account the position of applicants and owners. For the systematic presentation of access to and the allocation of public-rental housing, publicly available data and information materials were used. In addition, a self-experiment as an housing applicant was carried out and 20 guideline-based interviews were conducted, exploring the individual entry pathways of tenants. It was possible to confirm the assumption that the coordination model hierarchy prevails overall in the allocation of social rental housing, but that there are also mixed forms in which the coordination models network and market play a central role.
