Abstract:
Die im Jahr 1991 entstandene Alpenkonvention ist ein völkerrechtlicher Vertrag zum Schutz und zur nachhaltigen Entwicklung der Alpen. Konkrete Anwendung erfährt diese Konvention etwa im Konzept der „Bergsteigerdörfer“, einer Initiative, die nachhaltigen Tourismus aktiv fördern soll. In diesen alpinen Dörfern wird der örtlichen Kultur und der Ursprünglichkeit in jeglicher Hinsicht große Bedeutung zugestanden. Unterstützt wird dabei der Konvention nach ein Bergtourismus, der ohne viele technische Hilfsmittel und Großprojekte zum Ausbau des Tourismus auskommt. Dieses Konzept ist damit durchaus auch mit Konsequenzen für die jeweiligen infrastrukturellen Möglichkeiten der Gemeinden verbunden. In vorliegender Arbeit wird anhand der drei Fallbeispiele Reichenau an der Rax, Lunz am See und Johnsbach im Gesäuse, empirisch untersucht, inwieweit die Satzungen des völkerrechtlichen Vertrags ihren konkreten Niederschlag in der Umsetzung dieses touristischen Modells finden, welche Bedeutung also die Marke „Bergsteigerdorf“ und die damit zusammenhängenden Faktoren für die jeweiligen Gemeinden hat. Bisher nur wenig beforscht ist das Spannungsfeld zwischen Theorie und praktischer Umsetzung der jeweiligen Vorgaben. Es zeigt sich, dass die Initiative Bergsteigerdörfer eine positive Wirkung auf die Implementierung der Alpenkonvention auf lokaler und regionaler Ebene hat. Dabei wirkt sie identitätsstiftend, sodass für die beteiligten Orte eine neue Entwicklungsperspektive entsteht. Indem die kleinen Gemeinden auf ihre lokalen Potenziale aufmerksam gemacht und für alternative Handlungsmöglichkeiten sensibilisiert werden, wird auf diese Weise zu einer größeren Ausgewogenheit in der alpinen Raumentwicklung beigetragen.

The Alpine Convention is an international treaty on the protection and the sustainable development of the Alps established in 1991. The so-called Mountaineering Village Initiative, based on the Conventions principles, is a concept to encourage sustainable tourism in peripheral communities for enabling communal and regional development. In these villages, locally rooted culture and nativeness are of high importance. The initiative promotes mountain tourism almost without any technical aids and large-scale projects aiming to achieve economic growth. Therefore, the concept also implies restrictions concerning the infrastructural development opportunities of these municipalities. In three case studies, the masters thesis includes an empirical investigation of how the tourism model is anchored in the provisions of the Alpine Convention. Furthermore, it seeks to identify the consequences of the Mountaineering Village Initiative on community development. Until now the tension field between the guidelines of the Alpine Convention as well as the Mountaineering Village Initiative and their practical implementation has rarely been investigated. It is shown that the Mountaineering Village Initiative has positive effects on the implementation of the Alpine Convention at local and regional level. By drawing the attention of the small municipalities to their own potentials and by raising their awareness for alternative courses of action, the project helps the different villages to build an identity and provides development prospects. This helps to reach the goals of a higher balance in the Alpine space development.
