Nach Absolvierung der Schulzeit wird es als selbstverständlich angesehen, die Grundkompetenzen Lesen, Schreiben und Rechnen ausreichend zu beherrschen. Tatsache ist jedoch, dass einige Menschen diese Kompetenzen nie richtig erlernt oder wieder verlernt haben und so den Anforderungen der Gesellschaft nicht gerecht werden können. Obwohl in der Gesellschaft für das Thema Analphabetismus fast kein Bewusstsein vorhanden ist, wurde in der Erwachsenenbildung dieser Bedarf erkannt. Die Initiative Erwachsenenbildung setzt sich zum Ziel, Bildungsanbieter, welche Maßnahmen im Basisbildungsbereich umsetzen, zu fördern und so die Aus- und Weiterbildungschancen von gering qualifizierten Personen zu verbessern. Allerdings werden an die Bildungseinrichtungen hohe Ansprüche gestellt, um so einen Beitrag zur Professionalisierung zu leisten. Das erste Kapitel geht nach der Klärung grundlegender Begriffe der Frage nach, was die Gründe für eine zu geringe Basisbildung sind und wie die Situation in Österreich aussieht. Im Anschluss daran wird das Thema Professionalisierung sowie die damit verbundene Professionalisierungsgeschichte des Erwachsenenbildungsbereiches in Österreich näher behandelt sowie Professionalisierungsbemühungen im Basisbildungsbereich aufgezeigt. Das dritte Kapitel widmet sich der Initiative Erwachsenenbildung sowie deren wichtigsten Zielen. Es wird auf das Thema Basisbildung im Rahmen der Initiative eingegangen sowie die Grundsätze der Anerkennung dargelegt. Vor dem Hintergrund der theoretischen Überlegungen werden im empirischen Teil der Arbeit die Ziele der Erhebung sowie die Methode des Forschungsverfahrens erläutert. Die Erhebung geht der Frage nach, welche Bedeutung und Auswirkungen die Initiative Erwachsenenbildung auf die Professionalisierung des Basisbildungsbereiches hat. Diese Frage wir anhand von leitfadengestützten ExpertInneninterviews, welche mit LeiterInnen von Bildungseinrichtungen sowie BasisbildungstrainerInnen durchgeführt wurden, beantwortet.

After finishing school it is taken for granted that people have sufficiently mastered the general competences of reading, writing and arithmetic. The truth is, however, that some people have never truly acquired these competences or have unlearnt them and therefore they cannot meet the demands of society. Although there is not much awareness for the topic of illiteracy in society at large, the scientific sphere of adult education has been very much aware of this subject matter. The Austrian initiative for adult education has made it its goal to support education providers who implement measures in the area of basic education and thus improve the education and further education opportunities of little qualified people. The requirements for educational institutions are high in order to enable a high quality standard and thus contribute to the professionalization of this area. In the first chapter of the thesis the essential terms are defined and the questions about the reasons for a too low basic education and the situation in Austria regarding this subject are answered. The next chapter focuses on the topics of professionalization and the history of professionalization of the adult education field in Austria as well as the professionalization efforts in the area of basic education. The third chapter discusses the initiative and its main goals as well as the topic of basic education as part of the initiative and the principles of recognition. Taking the theoretical part of the thesis as the basis, the empirical part defines the goals of the survey as well as the research and evaluation methods of the chosen research technique. The survey deals with the significance and the implications of the initiative for adult education on the professionalization of the basic education sphere. The survey is based on outlined interviews with experts, i.e. managers of education facilities and basic education coaches.
