Zusammenfassung

Diese wissenschaftliche Arbeit beschäftigt sich mit der Komplexität unter internationalen Rechnungslegungsvorschriften und deren Auswirkungen auf die Bilanzersteller. Die Standardsetter wie das IASB oder das FASB versuchten die Qualität der Informationen, die in Jahres- bzw. Konzernabschlüssen abgebildet werden, mit stärkerer Transparenz und einer quantitativen Ausweitung von Angabepflichten zu erhöhen. Diese Denkweise führte zu informationsüberladenen Jahres- und Konzernabschlüssen, die sich negativ auf den Informationsnutzen der Adressaten auswirkten. Das Hauptaugenmerk dieser Arbeit liegt auf der Komplexität der IFRS. Für eine präzise Bestimmung des Ausmaßes der Komplexität wurden die IFRS mit dem UGB und den US-GAAP verglichen. Es konnte eindeutig bewiesen werden, dass die IFRS eine höhere Komplexität als das UGB aufweisen. Vor allem das Fair Value-Konzept prägt die hohe Komplexität der IFRS. Ein Vergleich der IFRS mit dem US-GAAP bezogen auf die Qualität der bereitgestellten Informationen führte zu gegenläufigen Ergebnissen, da nationale Gegebenheiten die Qualität der Informationen stark beeinflussen. Das bedeutet, eine Optierung von US-GAAP auf IFRS führt nicht zwangsläufig zu qualitativ hochwertigeren Informationen in Jahres- bzw. Konzernabschlüssen. Die Ergebnisse weisen auf eine höhere materielle und eine geringere formelle Komplexität in den IFRS im Vergleich zu den US-GAAP hin. Zusätzlich zur Analyse der Komplexität der IFRS wurden in dieser Arbeit auch die Auswirkungen der Komplexität auf die Bilanzersteller betrachtet. Die komplexen Standards der IFRS stellen potentielle Fehlerquellen dar und führen teilweise zu einer Überforderung der Bilanzersteller. Andererseits eröffnen sich den Bilanzerstellern durch die Bilanzierung nach IFRS enorme buchmäßige Ermessensspielräume. Eine abschließende Analyse von Geschäftsberichten von acht im ATX-notierten Unternehmen konnte die gezeigten Ergebnisse bestätigen.

Abstract

This master thesis deals with the complexity under international accounting rules and the effects of them on the preparers of financial statements. The standard setters like IASB or FASB attempted to improve the quality of information from the financial statements through a higher level of transparency and an enhancement of disclosures. This way of thinking led to disclosure overload within financial statements which had affected the usefulness of information in a negative manner. The main object of study is the complexity of the IFRS. The Austrian-GAAP and the US-GAAP has been compared to IFRS to get a finer point on the complexity of the IFRS. It has been shown that the IFRS are more complex than the Austrian-GAAP. The main reason of the high complexity is the fair value-conception. A comparison between the IFRS and the US-GAAP referred to the quality of information in the financial statements couldn´t show clear findings, because the quality of information in financial statements depends on national conditions. This imply that a switch from US-GAAP to IFRS isn´t necessarily associated with a higher quality of information in financial statements. The results indicate a higher material and a lower formal complexity in the IFRS compared to the US-GAAP. In addition to the analyses of the complexity in the IFRS in this master thesis, the effects of complexity on the preparers of financial statements have also been observed. The complexity of single standards of the IFRS displays potential sources of error and expect too much of preparers in some cases. On the other hand the IFRS present increased accounting earnings management for the preparers of financial statements. The analyses of annual reports of eight companies which are listed in the Austrian Traded Index validated the shown results.
