Mit der provisorischen Gemeindeordnung von 1850 fiel auch in Graz der Startschuss zur kommunalen Selbstverwaltung. Erstmals trat der Gemeinderat so in Erscheinung, wie wir ihn heute kennen, als rechtsstaatlich-demokratische Institution. Das Wahlrecht, die gesellschaftlichen-, sozialen- und wirtschaftlichen Voraussetzungen ermöglichten es jedoch nur einem kleinen Teil der Bevölkerung am politischen Leben zu partizipieren. Bis ins Jahr 1919, als mit den ersten freien Wahlen der Alleinvertretungsanspruch der politischen Eliten zu Ende ging, versah der Gemeinderat dennoch eine Unmenge an Arbeit, die in vielen Bereichen die Stadt Graz bis heute prägen. In dieser Arbeit wird folgenden Fragestellungen nachgegangen: Was waren die rechtlichen Rahmenbedingungen, in denen sich die kommunale Selbstverwaltung in Graz entwickeln konnte? Welche sachpolitischen Schwerpunkte lassen sich im Laufe der einzelnen Phasen festmachen? Vor welchem ideologischen Hintergrund spielte sich die Grazer Kommunalpolitik ab? Wer waren die handelnden Akteure, welche die politische Entwicklung in Graz von 1850 bis 1919 mitgestalteten? Ausgehend von der provisorischen Gemeindeordnung 1850 und der endgültigen Gemeindeordnung von 1869 stehen die Amtszeiten der einzelnen Bürgermeister im Mittelpunkt des Interesses. Anhand der Ergebnisse im Bereich der Sozial,- Schul-, Gesundheits,- Verkehrs,- Bau, Sicherheits- und Finanzpolitik wird die sachpolitische Arbeit und die jeweilige Schwerpunktsetzung des Gemeinderates innerhalb dieser einzelnen Phasen veranschaulicht. Ebenso prägend war die ideologische Komponente. Geleitet vom Liberalismus, Deutschnationalismus und den Anfängen der Arbeiterbewegung, äußerte sich der Gemeinderat auch immer wieder unverhohlen zur ?hohen Politik? und war vor allem nach der Jahrhundertwende eine Bühne beinharter Auseinandersetzung politischer Gegner.

The provisory municipal code enacted in 1850 marks the moment of origin of municipal self-government which was also applied to the city of Graz. The Community Council occurred for the first time in the way still known today, as an institution respecting the principles of constitution and democracy. The restricted right to vote as well as social and economic circumstances allowed only to a small percentage of the population to participate in politics. This status quo should endure till the year 1919, when free elections taking place for the first time put an end to the political monopole of the elites. Nevertheless, during this period the community council had to face a high amount of various duties and responsibilities which still influence on the city of Graz in several ways. The following questions will be explored in the course of this thesis: Of what kind were the juridical main conditions under which the municipal self-government in the city of Graz could develop? What were the political issues of the different periods in office? Of what kind was the ideological background for communal politics in Graz? Who were the policy makers influencing on the political development of the city of Graz from 1850 to 1919? Considering the provisory municipal code of 1850 and the final one of the year 1869 the mayors? different periods in office form the main topic of this thesis. The political results attained in terms of social life, education, healthcare, transport, civil engineering, financial questions and security reveal the political contents and the emphasis on which the work of the Community Council was put throughout the different terms in office. The ideological impact was of importance likewise. Under the influence of liberalism, German nationalism and the emerging working-class movement the Community Council never hesitated to take a stand on political situations and processes taking place on a higher level than the local one.
