Zusammenfassung

Die vorliegende Masterarbeit wertet langfristige Auswirkungen eines Entwicklungsprojektes auf das Wohlbefinden und die Lebensqualität lokaler Gemeinschaften aus. Diese werden anhand der explorativen Feldstudie über die Sanierung des Mae Kok Noi Flusses in Chiang Rai/Thailand analysiert. Dabei wird als theoretischer Rahmen der von Amartya Sen und Martha Nussbaum entwickelte philosophische Capability Approach Ansatz (Befähigungsansatz) angewandt und über partizipatorische Theorien ergänzt. Es wird davon ausgegangen, dass starke Partizipation die individuellen Chancen eines Menschen vergrößert, ein Leben nach eigenen Vorstellungen führen zu können. Diese Aspekte werden anhand der mit den Anwohnern, lokalen Führern und Experten geführten qualitativen Interviews untersucht. Die Erforschung der langfristigen Auswirkungen dient als Grundlage für die zukünftige Forschung in Bezug auf die Frage, wie ein Entwicklungsprojekt gestaltet werden soll, das die realen Bedürfnisse der lokalen Gemeinschaften widerspiegelt und somit die langfristige Nutzung der konkreten Projektergebnisse gewährleistet. Die Ergebnisse der Befragung zeigen, dass die langfristigen Verwirklichungschancen der betroffenen Anwohner nach der Projektimplementierung enorm gestiegen sind, wobei sie allerdings durch die saisonal wechselnden klimatischen Bedingungen eingeschränkt werden. Es hat sich weiters herausgestellt, dass die Zusammenarbeit mit den lokalen Gemeinschaften bereits zu einem möglichst frühen Stadium des Projekts vorteilhaft ist, nicht nur um Ziele zu setzen, die auf die realen Bedürfnissen der Menschen ausgerichtet sind, sondern auch um das Verantwortungsgefühl der Gemeinschaft gegenüber dem Projekt zu erhöhen. Eine weitere Analyse der saisonalen Einflüsse auf die Projektergebnisse könnte tiefere Einblicke ermöglichen, wie das Projekt angepasst werden kann, um den Anwohnern längerfristigen, ganzjährigen Nutzen zu bringen.

Abstract

This thesis evaluates the long-term impact of a development intervention on well-being and quality of life of local communities, through the lens of capabilities assessment. The framework for evaluating these aspects is provided by the Capability Approach and applied to a specific case study of the Mae Kok Noi River restoration project in the city of Chiang Rai, Thailand. Conducting research of the long-term aspects offers a new perspective on the examination of capabilities, providing a foundation for future research in regard to the question on how to formulate a long-term strategy that reflects people’s real needs, therefore, assuring durability of the project outcomes. The second part of the research focuses on examining community participation, as it is assumed that enhanced participation can increase opportunities for individuals and communities to meet their needs, giving them a possibility to live a life they truly value. Both aspects are explored through analysis of the interviews conducted with local residents, local leader and experts directly involved in the project. Findings showed that the long-term maintenance of many capabilities enabled by the project depends on several external factors, primarily changing seasonal conditions, which constitute a major barrier to fully exercise several capabilities throughout the whole year. It has been shown that collaboration with the local communities from an early stage of the project is necessary to set goals that are well-aligned with people’s real needs and to increase sense of responsibility of the community towards the project. Further research on how the wet and dry seasons influence the outcomes of the project might provide more profound insights on how to readjust a development intervention in order to assure its durable all-year-long success.
